There has never been any reasonable cause for such apprehension. It is found in nearly all kenai fjords tour published speeches of him who now addresses you. I do but quote from one of those speeches when I declare that I have no purpose, directly or indirectly, to interfere with kenai fjords tour institution of slavery in kenai fjords tour States where it exists. I believe I have no lawful right to do so, and I have no inclination to do so. Those who nominated and elected me did so with full knowledge that I had made this and many similar declarations, and had never recanted them. The clause I now read is as plainly written in kenai fjords tour Constitution as any other of its provisions: 6 No person held to service or labor in one State, under kenai fjords tour laws thereof, escaping into another, shall in consequence of any law or regulation therein be discharged from such service or labor, but shall be delivered up on claim of kenai fjords tour party to whom such service or labor may be due. 7 It is scarcely questioned that this provision was intended by those who made it for kenai fjords tour reclaiming of what we call fugitive slaves; and kenai fjords tour intention of kenai fjords tour lawgiver is kenai fjords tour law. Now, if they would make kenai fjords tour effort in good temper, could they not with nearly equal unanimity frame and pass a law by means of which to keep good that unanimous oath? 8 There is some difference of opinion whether this clause should be enforced by national or by State authority; but surely that difference is not a very material one. And while I do not choose now to specify particular acts of Congress as proper to be enforced, I do suggest that it will be much safer for all, both in official and private stations, to conform to and abide by all those acts which stand unrepealed, than to violate any of them trusting to find impunity in having them held to be unconstitutional. 11 It is seventy-two years since kenai fjords tour first inauguration of a President under our National Constitution. It is safe to assert that no government proper ever had a provision in its organic law for its own termination. Continue to execute all kenai fjords tour express provisions of our National Constitution, and kenai fjords tour Union will endure foreverit being impossible to destroy it except by some action not provided for in kenai fjords tour instrument itself. 13 Again, if kenai fjords tour United States be not a Government proper, but an association of States in kenai fjords tour nature of contract merely, can it, as a contract, be peaceably unmade by less than all kenai fjords tour parties who made it? One party to a contract may violate itbreak it, so to speak, but does it not require all to lawfully rescind it? 14 Descending from these general principles, we find kenai fjords tour proposition that, in legal contemplation, kenai fjords tour Union is perpetual, confirmed by kenai fjords tour history of kenai fjords tour Union itself. The Union is much older than kenai fjords tour Constitution. It was formed, in fact, by kenai fjords tour Articles of Association in 1774. It was matured and continued by kenai fjords tour Declaration of Independence in 1776. It was further, matured, and kenai fjords tour faith of all kenai fjords tour then thirteen States expressly plighted and engaged that it should be perpetual, by kenai fjords tour Articles of Confederation in 1778. And, finally, in 1787, one of kenai fjords tour declared objects for ordaining and establishing kenai fjords tour Constitution was, to form a more perfect Union. 15 But if kenai fjords tour destruction of kenai fjords tour Union by one, or by a part only, of kenai fjords tour States be lawfully possible, kenai fjords tour Union is less perfect than before kenai fjords tour Constitution, having lost kenai fjords tour vital element of perpetuity. 16 It follows from these views that no State, upon its own mere motion, can lawfully get out of kenai fjords tour Union; that resolves and ordinances to that effect are legally void; and that acts of violence, within any State or States, against kenai fjords tour authority of kenai fjords tour United States, are insurrectionary or revolutionary, according to circumstances. 17 I therefore consider that, in view of kenai fjords tour Constitution and kenai fjords tour laws, kenai fjords tour Union is unbroken; and to kenai fjords tour extent of my ability I shall take care, as kenai fjords tour Constitution itself expressly enjoins upon me, that kenai fjords tour laws of kenai fjords tour Union be faithfully executed in all of kenai fjords tour States. Doing this I deem to be only a simple duty on my part; and I shall perform it, so far as practicable, unless my rightful masters, kenai fjords tour American people, shall withhold kenai fjords tour requisite means, or in some Authoritative manner direct kenai fjords tour contrary. I trust this will not be regarded as a menace, but only as kenai fjords tour declared purpose of kenai fjords tour Union that it will constitutionally defend and maintain itself. 18 In doing this there needs to be no bloodshed or violence; and there shall be none, unless it be forced upon kenai fjords tour national authority. The power confided to me will be used to hold, occupy, and possess kenai fjords tour property and places belonging to kenai fjords tour Government, and to collect kenai fjords tour duties and imposts; but beyond what may be necessary for these objects, there will be no invasion, no using of force against or among kenai fjords tour people anywhere. Where hostility to kenai fjords tour United States, in any interior locality, shall be so great and universal as to prevent competent resident citizens from holding kenai fjords tour Federal offices, there will be no attempt to force obnoxious strangers among kenai fjords tour people for that object. While kenai fjords tour strict legal right may exist in kenai fjords tour Government to enforce kenai fjords tour exercise of these offices, kenai fjords tour attempt to do so would be so irritating, and so nearly impracticable withal, that I deem it better to forego for kenai fjords tour time kenai fjords tour uses of such offices. 19 The mails, unless repelled, will continue to be furnished in all parts of kenai fjords tour Union. So far as possible, kenai fjords tour people everywhere shall have that sense of perfect security which is most favorable to calm thought and reflection. The course here indicated will be followed unless current events and experience shall show a modification or change to be proper, and in every case and exigency my best discretion will be exercised according to circumstances actually existing, and with a view and a hope of a peaceful solution of kenai fjords tour national troubles, and kenai fjords tour restoration of fraternal sympathies and affections. 20 That there are persons in one section or another who seek to destroy kenai fjords tour Union at all events, and are glad of any pretext to do it, I will neither affirm nor deny; but if
