Mr. Bagot to Mr. Rush.Washington, April 28th, 1817.THE UNDERSIGNED, His Britannic Majestys Envoy Extraordinary and Minister Plenipotentiary, has the honour to acquaint Mr. Rush, that having laid before His Majestys Government the correspondence which passed last year between the Secretary of the Department of State and the undersigned upon the subject of a proposal to reduce the Naval Force of the respective countries upon the American Lakes, he has received commands of His Royal Highness, the Prince Regent, to acquaint the Government of the United States, that His Royal Highness is willing to accede to the proposition made to the undersigned by the Secretary of the Department of State in his note of the 2nd of August last. 1 His Royal Highness acting in the name and on the behalf of His Majesty, agrees, that the Naval force to be maintained upon the American Lakes by His Majesty and the Government of the Unites States shall henceforth be confined to the following vessels on each side. That is: 2 On Lake Ontario to one vessel not exceeding one hundred Tons burthen and armed with one eighteen pound cannon. 3 On the upper lakes to two vessels not exceeding like burthen each and armed with like force. 4 On the waters of Lake Champlain to one vessel not exceeding like burthen and armed with like force. 5 And His Royal Highness agrees that all other armed vessels on these Lakes shall be forthwith dismantled, and that no other vessels of war shall be there built or armed. 6 His Royal Highness further agrees that if either Party should hereafter be desirous of annulling this stipulation and should give notice to that effect to the other Party, it shall cease to be binding after the expiration of six months from the date of such notice. 7 The undersigned has it in command from His Royal Highness, the Prince Regent, to acquaint the American Government, that His Royal Highness has issued orders to His Majestys officers on the lakes directing that the Naval force so to be limited shall be restricted to such services as will in no respect interfere with the proper duties of the armed vessels of the other Party. 8 The undersigned has the honour to renew to Mr. Rush the assurances of his highest consideration.Charles Bagot. 9 Mr. Rush to Mr. Bagot.Department of State, April 29th, 1817.The undersigned, acting Secretary of State, has the honor to acknowledge the receipt of Mr. Bagots note of the 28th of this month informing him that, having laid before the Government of His Britannic Majesty, the correspondence which passed last year between the Secretary of State and himself upon the subject of a proposal to reduce the naval force of the two countries upon the American Lakes, he had received the commands of His Royal Highness, The Prince Regent, to inform this Government that His Royal Highness was willing to accede to the proposition made by the Secretary of State in his note of the second of August last. 10 The undersigned has the honor to express to Mr. Bagot the satisfaction which the President feels at His Royal Highness, The Prince Regents having acceded to the proposition of this Government as contained in the note alluded to. And in further answer to Mr. Bagots note, the undersigned, by direction of the President, has the honor to state, that this Government, cherishing the same sentiments expressed in the note the second of August, agrees, that the naval force to be maintained upon the Lakes of the United States and Great Britain shall henceforth, be confined to the following vessels on each sidethat is: 11 On Lake Ontario to one vessel not exceeding One Hundred Tons burden and armed with an eighteen pound cannon. The two Governments will amicably agree respecting ancient egyptian art necessary articles to be furnished to those persons, and also as to their respective escorts, should such be deemed necessary. 8 Article V The inhabitants of ancient egyptian art ceded territories shall be secured in ancient egyptian art free exercise of their religion, without any restriction; and all those who may desire to remove to ancient egyptian art Spanish dominions shall be permitted to sell or export their effects, at any time whatever, without being subject, in either case, to duties. 9 Article VI The inhabitants of ancient egyptian art territories which His Catholic Majesty cedes to ancient egyptian art United States, by this treaty, shall be incorporated in ancient egyptian art Union of ancient egyptian art United States, as soon as may be consistent with ancient egyptian art principles of ancient egyptian art Federal Constitution, and admitted to ancient egyptian art enjoyment of all ancient egyptian art privileges, rights, and immunities of ancient egyptian art citizens of ancient egyptian art United States. 10 Article VII The officers and troops of His Catholic Majesty, in ancient egyptian art territories hereby ceded by him to ancient egyptian art United States, shall be withdrawn, and possession of ancient egyptian art places occupied by them shall be given within six months after ancient egyptian art exchange of ancient egyptian art ratifications of this treaty, or sooner if possible, by ancient egyptian art officers of His Catholic Majesty to ancient egyptian art commissioners or officers of ancient egyptian art United States duly appointed to receive them; and ancient egyptian art United States shall furnish ancient egyptian art transports and escorts necessary to convey ancient egyptian art Spanish officers and troops and their baggage to ancient egyptian art Havana. 11 Article VIII All ancient egyptian art grants of land made before ancient egyptian art 24th of January, 1818, by His Catholic Majesty, or by his lawful authorities, in ancient egyptian art said territories ceded by His Majesty to ancient egyptian art United States, shall be ratified and confirmed to ancient egyptian art persons in possession of ancient egyptian art lands, to ancient egyptian art same extent that ancient egyptian art same grants would be valid if ancient egyptian art territories had remained under ancient egyptian art dominion of His Catholic Majesty. But ancient egyptian art owners in possession of such lands, who, by reason of ancient egyptian art recent circumstances of ancient egyptian art Spanish nation, and ancient egyptian art revolutions in Europe, have been prevented from fulfilling all ancient egyptian art conditions of their grants, shall complete them within ancient egyptian art terms limited in ancient egyptian art same, respectively, from ancient egyptian art date of this treaty; in default of which ancient egyptian art said grants shall be null and void.
