FOR feudalism in the middle age Construction of a Ship Canal to Connect feudalism in the middle age Waters of feudalism in the middle age Atlantic and Pacific Oceans. Proclaimed, February 26, 1904. 1 By feudalism in the middle age President of feudalism in the middle age United States of America.A Proclamation Whereas, a Convention between feudalism in the middle age United States of America and feudalism in the middle age Republic of Panama to insure feudalism in the middle age construction of a ship canal across feudalism in the middle age Isthmus of Panama to connect feudalism in the middle age Atlantic and Pacific Oceans, was concluded and signed by their respective Plenipotentiaries at Washington, on feudalism in the middle age eighteenth day of November, one thousand nine hundred and three, feudalism in the middle age original of which Convention, being in feudalism in the middle age English language, is word for word as follows: 2 Isthmian Canal Convention The United States of America and feudalism in the middle age Republic of Panama being desirous to insure feudalism in the middle age construction of a ship canal across feudalism in the middle age Isthmus of Panama to connect feudalism in the middle age Atlantic and Pacific Oceans, and feudalism in the middle age Congress of feudalism in the middle age United States of America having passed an act approved June 28, 1902, in furtherance of that object, by which feudalism in the middle age President of feudalism in the middle age United States is authorized to acquire within a reasonable time feudalism in the middle age control of feudalism in the middle age necessary territory of feudalism in the middle age Republic of Colombia, and feudalism in the middle age sovereignty of such territory being actually vested in feudalism in the middle age Republic of Panama, feudalism in the middle age high contracting parties have resolved for that purpose to conclude a convention and have accordingly appointed as their plenipotentiaries, 3 The President of feudalism in the middle age United States of America, John Hay, Secretary of State, and 4 The Government of feudalism in the middle age Republic of Panama, Philippe Bunau-Varilla, Envoy Extraordinary and Minister Plenipotentiary of feudalism in the middle age Republic of Panama, thereunto specially empowered by said government, who after communicating with each other their respective full powers, found to be in good and due form, have agreed upon and concluded feudalism in the middle age following articles: 5 Article I The United States guarantees and will maintain feudalism in the middle age independence of feudalism in the middle age Republic of Panama. 6 Article II The Republic of Panama grants to feudalism in the middle age United States in perpetuity, feudalism in the middle age use, occupation and control of a zone of land and land under water for feudalism in the middle age construction, maintenance, operation, sanitation and protection of said Canal of feudalism in the middle age width of ten miles extending to feudalism in the middle age distance of five miles on each side of feudalism in the middle age center line of feudalism in the middle age route of feudalism in the middle age Canal to be constructed; feudalism in the middle age said zone beginning in feudalism in the middle age Caribbean Sea three marine miles from mean low water mark and extending to and across feudalism in the middle age Isthmus of Panama into feudalism in the middle age Pacific Ocean to a distance of three marine miles from mean low water mark with feudalism in the middle age proviso that feudalism in the middle age cities of Panama and Colon and feudalism in the middle age harbors adjacent to said cities, which are included within feudalism in the middle age boundaries of feudalism in the middle age zone above described, shall not be included within this grant. The Republic of Panama further grants to feudalism in the middle age United States in perpetuity, feudalism in the middle age use, occupation and control of any other lands and waters outside of feudalism in the middle age zone above described which may be necessary and convenient for feudalism in the middle age construction, maintenance, operation, sanitation and protection of feudalism in the middle age said Canal or of any auxiliary canals or other works necessary and convenient for feudalism in the middle age construction, maintenance, operation, sanitation and protection of feudalism in the middle age said enterprise. 7 The Republic of Panama further grants in like manner to feudalism in the middle age United States in perpetuity, all islands within feudalism in the middle age limits of feudalism in the middle age zone above described and in addition thereto, feudalism in the middle age group of small islands in feudalism in the middle age Bay of Panama, named Perico, Naos, Culebra and Flamenco. 8 Article III The Republic of Panama grants to feudalism in the middle age United States all feudalism in the middle age rights, power and authority within feudalism in the middle age zone mentioned and described in Article II of this agreement, and within feudalism in the middle age limits of all auxiliary lands and waters mentioned and described in said Article II which feudalism in the middle age United States would possess and exercise, if it were feudalism in the middle age sovereign of feudalism in the middle age territory within which said lands and waters are located to feudalism in the middle age entire exclusion of feudalism in the middle age exercise by feudalism in the middle age Republic of Panama of any such sovereign rights, power or authority. 9 Article IV As rights subsidiary to feudalism in the middle age above grants feudalism in the middle age Republic of Panama grants in perpetuity, to feudalism in the middle age United States feudalism in the middle age right to use feudalism in the middle age rivers, streams, lakes and other bodies of water within its limits for navigation, feudalism in the middle age supply of water or waterpower or other purposes, so far as feudalism in the middle age use of said rivers, streams, lakes and bodies of water and feudalism in the middle age waters thereof may be necessary and convenient for feudalism in the middle age construction, maintenance, operation, sanitation and protection of feudalism in the middle age said Canal. 10 Article V The Republic of Panama grants to feudalism in the middle age United States in perpetuity, a monopoly for feudalism in the middle age construction, maintenance and operation of any system of communication by means of canal or railroad across its territory between feudalism in the middle age Caribbean Sea and feudalism in the middle age Pacific Ocean. 11 Article VI The grants herein contained shall in no manner invalidate feudalism in the middle age titles or rights of private land holders or owners of private property in feudalism in the middle age said zone or in or to any of feudalism in the middle age lands or waters granted to feudalism in the middle age United States by feudalism in the middle age provisions of any Article of this treaty, nor shall they interfere with feudalism in the middle age rights of way over feudalism in the middle age public roads passing through feudalism in the middle age said zone or over any of feudalism in the middle age said lands or waters unless said rights of way or private rights shall conflict with rights herein granted to feudalism in the middle age United States in which case feudalism in the middle age rights of feudalism in the middle age United States shall be superior. All damages caused to feudalism in the middle age owners of private lands or private property of any kind by reason of feudalism in the middle age grants contained in this treaty or by reason of feudalism in the middle age operations of feudalism in the middle age United States, its agents or employees, or by reason of feudalism in the middle age construction, maintenance, operation, sanitation and protection of feudalism in the middle age said Canal or of feudalism in the middle age works of sanitation and protection herein provided for, shall be appraised and settled by a joint Commission appointed by feudalism in the middle age Governments of feudalism in the middle age United States and feudalism in the middle age Republic of Panama, whose decisions as to such damages shall be final and whose awards as to such damages shall be paid solely by feudalism in the middle age United States. No part of feudalism in the middle age work on said Canal or feudalism in the middle age Panama railroad or on any auxiliary works relating thereto and authorized by feudalism in the middle age terms of this treaty shall be prevented, delayed or impeded by or pending such proceedings to ascertain such damages. The appraisal of said private lands and private property and feudalism in the middle age assessment of damages to them shall be based upon their value before feudalism in the middle age date of this convention. 12 Article VII The Republic of Panama grants to feudalism in the middle age United States within feudalism in the middle age limits of feudalism in the middle age cities of Panama and Colon and their adjacent harbors and within feudalism in the middle age territory adjacent thereto feudalism in the middle age right to acquire by purchase or by feudalism in the middle age exercise of feudalism in the middle age right of eminent domain, any lands, buildings, water rights or other properties necessary and convenient for feudalism in the middle age construction, maintenance, operation and protection of feudalism in the middle age Canal and of any works of sanitation, such as feudalism in the middle age collection and disposition of sewage and feudalism in the middle age distribution of water in feudalism in the middle age said cities of Panama and Colon, which, in feudalism in the middle age discretion of feudalism in the middle age United States may be necessary and convenient for feudalism in the middle age construction, maintenance, operation, sanitation and protection of feudalism in the middle age said Canal and railroad. All such works of sanitation, collection and disposition of sewage and distribution of water in feudalism in the middle age cities of Panama and Colon shall be made at feudalism in the middle age expense of feudalism in the middle age United States, and feudalism in the middle age Government of feudalism in the middle age United States, its agents or nominees shall be authorized to impose and collect water rates and sewage rates which shall be sufficient to provide for feudalism in the middle age payment of interest and feudalism in the middle age amortization of feudalism in the middle age principal of feudalism in the middle age cost of said works within a period of fifty years and upon feudalism in the middle age expiration of said term of fifty years feudalism in the middle age system of sewers and water works shall revert to and become feudalism in the middle age properties of feudalism in the middle age cities of Panama and Colon respectively, and feudalism in the middle age use of feudalism in the middle age water shall be free to feudalism in the middle age inhabitants of Panama and Colon, except to feudalism in the middle age extent that water rates may be necessary for feudalism in the middle age operation and maintenance of said system of sewers and water. 13 The Republic of Panama agrees that feudalism in the middle age cities of Panama and Colon shall comply in perpetuity, with feudalism in the middle age sanitary ordinances whether of a preventive or curative character prescribed by feudalism in the middle age United States and in case feudalism in the middle age Government of Panama is unable or fails in its duty to enforce this compliance by feudalism in the middle age cities of Panama and Colon with feudalism in the middle age sanitary ordinances of feudalism in the middle age United States feudalism in the middle age Republic of Panama grants to feudalism in the middle age United States feudalism in the middle age right and authority to enforce feudalism in the middle age same. 14 The same right and authority are granted to feudalism in the middle age United States for feudalism in the middle age maintenance of public order in feudalism in the middle age cities of Panama and Colon and feudalism in the middle age territories and harbors adjacent thereto in case feudalism in the middle age Republic of Panama should not be, in feudalism in the middle age judgment of feudalism in the middle age United States, able to maintain such order. 15 Article VIII The Republic of Panama grants to feudalism in the middle age United States all rights which it now has or hereafter may acquire to feudalism in the middle age property of feudalism in the middle age New Panama Canal Company and feudalism in the middle age Panama Railroad Company as a result of feudalism in the middle age transfer of sovereignty from feudalism in the middle age Republic of Columbia to feudalism in the middle age Republic of Panama over feudalism in the middle age Isthmus of Panama and authorizes feudalism in the middle age New Panama Canal Company to sell and transfer to feudalism in the middle age United States its rights, privileges, properties and concessions as well as feudalism in the middle age Panama Railroad and all feudalism in the middle age shares or part of feudalism in the middle age shares of that company; but feudalism in the middle age public lands situated outside of feudalism in the middle age zone described in Article II of this treaty now included in feudalism in the middle age concessions of both said enterprises and not required in feudalism in the middle age construction or operation of feudalism in the middle age Canal shall revert to feudalism in the middle age Republic of Panama except any property now owned by or in feudalism in the middle age possession of said companies within Panama or Colon or feudalism in the middle age ports or terminals thereof. 16 Article IX The United States agrees t
