Appomattox Court-House, Virginia April 9, 1865.GENERAL: In accordance with the substance of my letter to you of the 8th instant, I propose to receive the surrender of the army of Northern Virginia on the following terms, to wit: Rolls of all the officers and men to be made in duplicate, one copy to be given to an officer to be designated by me, the other to be retained by such officer or officers as you may designate. The officers to give their individual paroles not to take up arms against the government of the United States until properly exchanged; and each company or regimental commander to sign a like parole for the men of their commands. The arms, artillery, and public property to be parked and stacked, and turned over to the officers appointed by me to receive them. This will not embrace the side-arms of the officers nor their private horses or baggage. This done, each officer and man will be allowed to return to his home, not to be disturbed by United States authority so long as they observe their paroles and the laws in force where they may reside.U. Head-Quarters, Army of Northern Virginia,April 10, 1865.AFTER four years of arduous service, marked by unsurpassed courage and fortitude, the Army of Northern Virginia has been compelled to yield to overwhelming numbers and resources. I need not tell the survivors of so many hard-fought battles, who have remained steadfast to the last, that I have consented to this result from no distrust of them: but, feeling that valour and devotion could accomplish nothing that could compensate for the loss that would have attended the continuation of the contest, I have determined to avoid the useless sacrifice of those whose past services have endeared them to their countrymen. By the terms of the agreement, officers and men can return to their homes and remain there until exchanged. You will take with you the satisfaction that proceeds from the consciousness of duty faithfully performed; and I earnestly pray that a merciful God will extend to you His blessing and protection. With an increasing admiration of your constancy and devotion to your country, and a grateful remembrance of your kind and generous consideration of myself, I bid you an affectionate farewell.R. E. FELLOW-COUNTRYMEN: At this second appearing to take the oath of the Presidential office, there is less occasion for an extended address than there was at first. Then, a statement, somewhat in detail, of a course to be pursued, seemed fitting and proper. Now, at the expiration of four years, during which public declarations have been constantly called forth on every point and phase of the great contest which still absorbs the attention and engrosses the energies of the nation, little that is new could be presented. The progress of our arms, upon which all else chiefly depends, is as well known to the public as to myself; and it is, I trust, reasonably satisfactory and encouraging to all. With high hope for the future, no prediction in regard to it is ventured. 1 On the occasion corresponding to this four years ago, all thoughts were anxiously directed to an impending civil war. All dreaded itall sought to avert it. While the inaugural address was being delivered from this place, devoted altogether to saving the Union without war, insurgent agents were in the city seeking to destroy it without war-seeking to dissolve the Union, and divide effects, by negotiation. Both parties deprecated war; but one of them would make war rather than let the nation survive; and the other would accept war rather than let it perish. And the war came. 2 One-eighth of the whole population were colored slaves, not distributed generally over the Union, but localized in the Southern part of it. These slaves constituted a peculiar and powerful interest. All knew that this interest was, somehow, the cause of the war. To strengthen, perpetuate, and extend this interest was the object for which the insurgents would rend the Union, even by war; while the Government claimed no right to do more than to restrict the territorial enlargement of it. Neither party expected for the war the magnitude or the duration which it has already attained. Neither anticipated that the cause of the conflict might cease with, or even before, the conflict itself should cease. Each looked for an easier triumph, and a result less fundamental and astounding. Both read the same Bible, and pray to the same God; and each invokes His aid against the other. It may seem strange that any men should dare to ask a just Gods assistance in wringing their bread from the sweat of other mens faces; but let us judge not, that we be not judged. The prayers of both could not be answeredthat of neither has been answered fully. The Almighty has His own purposes. Woe unto the world because of offenses! for it must needs be that offenses come; but woe to that man by whom the offense cometh. If we shall suppose that American slavery is one of those offenses which, in the providence of God, must needs come, but which, having continued through His appointed time, He now wills to remove, and that He gives to both North and South this terrible war, as the woe due to those by whom the offense came, shall, we discern therein, any departure from those divine attributes which the believers in a living God always ascribe to Him? Fondly do we hopefervently do we praythat this mighty scourge of war may speedily pass away. Yet, if God wills that it continue until all the wealth piled by the bondmans two hundred and fifty years of unrequited toil shall be sunk, and until every drop of blood drawn with the lash shall be paid by another, drawn with the sword, as was said three thousand years ago, so still it must be said: The judgments of the Lord are true and righteous altogether. 3 With malice toward none; with charity for all; with firmness in the right, as God gives us to see the right, let us strive on to finish the work we are in; to bind up the nations wounds; to care for him who shall have borne the battle, and for his widow, and his orphanto do all which may achieve and cherish a just and lasting peace among ourselves, and with all nations. 4

17 And did further declare, that jerusalem the 3 roads to the holy land observance of political equality, as a principle of right and justice, is well calculated to encourage jerusalem the 3 roads to the holy land people of jerusalem the 3 roads to the holy land before-named States, except Texas, to become more and more constant and persevering in their new allegiance; and 18 Whereas, jerusalem the 3 roads to the holy land President did further declare, that standing armies, military occupation, martial law, military tribunals, and jerusalem the 3 roads to the holy land suppression of jerusalem the 3 roads to the holy land writ of habeas corpus are in times of peace dangerous to public liberty, incompatible with jerusalem the 3 roads to the holy land individual right of jerusalem the 3 roads to the holy land citizen, contrary to jerusalem the 3 roads to the holy land genius and spirit of our free institutions, and exhaustive of jerusalem the 3 roads to the holy land national resources, and ought not, therefore, to be sanctioned or allowed except in cases of actual necessity for repelling invasion and suppressing insurrection or rebellion; 19 And jerusalem the 3 roads to the holy land President did further, in jerusalem the 3 roads to the holy land same proclamation, declare that jerusalem the 3 roads to the holy land policy of jerusalem the 3 roads to the holy land Government of jerusalem the 3 roads to the holy land United States from jerusalem the 3 roads to the holy land beginning of jerusalem the 3 roads to the holy land insurrection to its overthrow and final suppression had been conducted in conformity with jerusalem the 3 roads to the holy land principles in jerusalem the 3 roads to the holy land last-named proclamation recited;
