One party to a contract may violate itbreak it, so to speak, but does it not require all to lawfully rescind it? 14 Descending from these general principles, we find history of english language proposition that, in legal contemplation, history of english language Union is perpetual, confirmed by history of english language history of history of english language Union itself. The Union is much older than history of english language Constitution. It was formed, in fact, by history of english language Articles of Association in 1774. It was matured and continued by history of english language Declaration of Independence in 1776. It was further, matured, and history of english language faith of all history of english language then thirteen States expressly plighted and engaged that it should be perpetual, by history of english language Articles of Confederation in 1778. And, finally, in 1787, one of history of english language declared objects for ordaining and establishing history of english language Constitution was, to form a more perfect Union. 15 But if history of english language destruction of history of english language Union by one, or by a part only, of history of english language States be lawfully possible, history of english language Union is less perfect than before history of english language Constitution, having lost history of english language vital element of perpetuity. 16 It follows from these views that no State, upon its own mere motion, can lawfully get out of history of english language Union; that resolves and ordinances to that effect are legally void; and that acts of violence, within any State or States, against history of english language authority of history of english language United States, are insurrectionary or revolutionary, according to circumstances. 17 I therefore consider that, in view of history of english language Constitution and history of english language laws, history of english language Union is unbroken; and to history of english language extent of my ability I shall take care, as history of english language Constitution itself expressly enjoins upon me, that history of english language laws of history of english language Union be faithfully executed in all of history of english language States. Doing this I deem to be only a simple duty on my part; and I shall perform it, so far as practicable, unless my rightful masters, history of english language American people, shall withhold history of english language requisite means, or in some Authoritative manner direct history of english language contrary. I trust this will not be regarded as a menace, but only as history of english language declared purpose of history of english language Union that it will constitutionally defend and maintain itself. 18 In doing this there needs to be no bloodshed or violence; and there shall be none, unless it be forced upon history of english language national authority. The power confided to me will be used to hold, occupy, and possess history of english language property and places belonging to history of english language Government, and to collect history of english language duties and imposts; but beyond what may be necessary for these objects, there will be no invasion, no using of force against or among history of english language people anywhere. Where hostility to history of english language United States, in any interior locality, shall be so great and universal as to prevent competent resident citizens from holding history of english language Federal offices, there will be no attempt to force obnoxious strangers among history of english language people for that object. While history of english language strict legal right may exist in history of english language Government to enforce history of english language exercise of these offices, history of english language attempt to do so would be so irritating, and so nearly impracticable withal, that I deem it better to forego for history of english language time history of english language uses of such offices. 19 The mails, unless repelled, will continue to be furnished in all parts of history of english language Union. So far as possible, history of english language people everywhere shall have that sense of perfect security which is most favorable to calm thought and reflection. The course here indicated will be followed unless current events and experience shall show a modification or change to be proper, and in every case and exigency my best discretion will be exercised according to circumstances actually existing, and with a view and a hope of a peaceful solution of history of english language national troubles, and history of english language restoration of fraternal sympathies and affections. 20 That there are persons in one section or another who seek to destroy history of english language Union at all events, and are glad of any pretext to do it, I will neither affirm nor deny; but if there be such, I need address no word to them.
